FMCSA cancels emergency hours of service waiver

Truck driver using an electronic logging device.

The Federal Motor Carrier Safety Administration quietly let lapse a national hours-of-service exemption in place for over two years, a move supported by both major trucking companies and truck safety advocates.

The exemption, first issued by FMCSA in March 2020 following the national emergency declared by President Trump in response to COVID-19, was extended and/or modified over 10 times. It gave truck drivers and carriers more flexibility to deliver shipments of livestock, medical supplies,...

‘Industries dependent upon the railroads’ service are forsaken’

The Surface Transportation Board has scheduled a hearing for April 26-27 in response to a letter sent by the National Grain and Feed Association about worsening rail service.

Grain shippers want regulators to press railroads on service issues

U.S. grain shippers are asking federal regulators to press the Class I railroads to relieve “significant” service disruptions throughout the national rail network.

In a letter to the Surface Transportation Board, the National Grain and Feed Association (NGFA) said at least one of the group’s members had spent $3 million on secondary freight because the member didn’t have the animal feed it would otherwise receive from a rail shipment. Another member said it had to stop selling feed because there...

Railcar owners say demurrage charges could reduce delays of private railcars

A photograph of tank cars parked in a rail yard.

Four shipper associations want the Surface Transportation Board to allow demurrage charges to be assessed on privately owned railcars as an incentive for freight railroads to move those railcars more efficiently through their networks.

North America Freight Car Association (NAFCA),  National Grain and Feed Association (NGFA), Chlorine Institute and National Oilseed Processors Association (NOPA) want the agency to revise rules governing the railroads’ use of private railcars. They argue that an...

AAR, Railinc and agricultural shippers create visibility portal

A black and white photograph of grain hopper cars.

The Association of American Railroads, data provider Railinc and agricultural shippers have joined forces to create an online portal aimed at improving visibility for covered hopper cars.

The portal will provide shippers with information that will help them prevent potential cross-contact with food allergens and conform to food safety standards, the group said.

The portal, which should launch in late 2021, aims to better identify the last contents hauled in a particular railcar. It will include a...

Shippers, unions, railroads take sides at Senate hearing

A photograph of a train traveling through a desert.

The debate about how much oversight Congress and the Surface Transportation Board (STB) should have regarding freight rail operations and rates took center stage at a hearing before the Senate Commerce Committee last week.

At one corner was the Association of American Railroads (AAR), which represents the Class I railroads operating in the U.S. and argues that the status quo enables the railroads to make the millions needed to maintain, invest and expand the nation’s freight rail network. At the...
