China: Update on SPRO requirements

Effective from 1st March 2020, China’s Maritime Safety Agency (MSA) has published new measures  on Agreement for Ship Pollution Response Regime and a Directory of Hazardous Bulk Liquid Cargo Apt to Cause Pollution, for which oil booms need to be deployed during cargo operations or an Agreement with a SPRO needs to be concluded.

Brazil: All units in Brazilian waters are required to receive ISM Code certification

The Brazilian Maritime Authority – Directorate of Ports and Coasts (DPC) issued a new amendment concerning the units operating in Brazilian waters, which will have to require certificates under the International Safety Management (ISM) Code until December 31, 2020.

Specifically, the Authority highlights that vessels sailing in Brazilian waters are required to receive certification by the ISM. The units are:

  1. self-propelled mobile offshore units (MOUs);
  2. MOUs without propulsion; and
  3. fixed platforms.

Somali Shipping Code completed

The Somali Shipping Code has been completed, after years of efforts to make Somalia’s capacity to grow, sustain a blue economy and fight piracy, supported by the International Maritime Organization (IMO) and the United Nations Assistance Mission in Somalia (UNSOM).

Key points of the IMO SSE 7 outcome

The 7th session of IMO’s Sub-Committee on Ship Systems and Equipment (SSE) took place in London on 2-6 March 2020. AMSA issues guidelines on fatigue

Fatigue has been a much discussed issue linked to the nature of seafaring, which can have serious consequences not only for the safety and health of seafarers, but even operational safety and the marine environment. Non-compliant fuel carriage ban enters into force

Following a relatively smooth implementation of the main part of the IMO 2020 regulation, the next level of the non-compliant fuel carriage ban has now entered into force. AMSA updates requirements for passenger safety

In response to recent fatal and serious incidents involving missing passengers, AMSA has clarified and strengthened requirements for monitoring and counting passengers and managing missing passenger situations, in order to improve overall passenger safety.
