Investigator testifies Golden Ray violated stability regulations

A naval architect testified Tuesday that the Golden Ray’s ballast level was not compliant with stability regulations when the vehicle carrier capsized while departing the Port of Brunswick in September 2019.

“If the vessel had kept the additional ballast on board that was discharged during the Freeport-to-Jacksonville voyage, this would have resulted in full compliance with the 2008 Intact Stability Code and likely would have prevented the capsize,” said Lt. Ian Oviatt of the U.S. Coast Guard...

Shouting followed by a continuous alarm provided the most dramatic moments in the first day of a hearing into the cause of last year’s capsizing of the M/V Golden Ray in St. Simons Sound.

The audio recording recovered from the roll-on/roll-off vessel lasted for several minutes and was played Monday as part of the first exhibits at the hearing in Brunswick, Georgia.

The cause of last year’s capsizing of the M/V Golden Ray and resulting pollution of coastal Georgia waters will be scrutinized during a seven-day public hearing that will get underway Monday.

That was the message relayed to lawmakers on Capitol Hill via the first-ever public teleconference hearing held by the House Transportation & Infrastructure Committee on Friday.

“At this stage in the pandemic, the hope for a quick recovery has been replaced by the realization of a longer battle ahead,” testified Association of...
