Feds call attention to maritime ‘near misses’

WASHINGTON — Federal officials are pushing the U.S. maritime industry to submit to the government information on incidents that had nearly resulted in vessel collisions as a way to improve safety.

The Safe Maritime Transportation System (SafeMTS), a database that will store voluntary “near-miss” incidents, is being developed through an interagency agreement between the U.S. Department of Transportation’s Bureau of Transportation Statistics (BTS) and the U.S. Maritime Administration (MarAd).

The Philippines Coast Guard (PCG) has released video showing aggressively close maneuvering by a Chinese Coast Guard vessel that brought it within 21 yards of a PCG vessel.

NTSB: Why an OSV collided with a Coast Guard buoy tender, twice

The National Transportation Safety Board (NTSB) has issued its report into an October 11, 2020, incident in which an offshore supply vessel (OSV) twice collided with a U.S. Coast Guard cutter.

The first collision occurred near Texas Point, Texas, when the OSV Cheramie Bo-Truc No. 33 collided with the Harry Claiborne, a 175-foot coastal buoy tender, when traveling outboard for sea in the Sabine Pass.

Dense Fog Leads To Collision Of Vessels

DMAIB has issued a summary report on the collision between the Danish passenger ship EXPRESS 1 and the Polish tour boat BALTIC CONDOR off Rønne on 10 May 2019. Due to the dense fog on the day of the accident, the use of radar was the only way to navigate.

The report found that EXPRESS 1 navigators did at no point observe the boat and could thus not manoeuvre to avoid collision. On BALTIC CONDOR, the crew observed the ship too late to avoid collision.
