WASHINGTON — Federal regulators are not convinced that the potential for lost wages for prospective truck drivers outweighs the safety benefits of current rules on how states must administer CDL skills tests.
In a notice scheduled to be published in the Federal Register on Thursday, the Federal Motor Carrier Safety Administration denied a petition by Florida Department of Highway Safety and Motor Vehicles asking that the state be exempted from a federal regulation requiring that the three-part...

A former third-party CDL skills tester was recently sentenced to two years in prison for his role in a three-year bribery scheme.
In February, Kelly N. Goodman, 72, of Gooding, Idaho, pleaded guilty to one count of honest services wire fraud in the U.S. District Court for the District of Idaho. According to the release, issued in late June, he specifically pleaded guilty to accepting a bribe in return for giving an individual a passing score on the Idaho CDL skills test on Aug. 31, 2021.

Some analysts don’t believe an easing of instruction and testing rules for issuing commercial driver’s licenses will meaningfully change the current tight supply dynamic that exists in trucking.
Federal regulators recently issued a final rule allowing a third-party skills instructor to administer both instruction and qualifying testing to the same driver applicant. Previously, both functions could not be performed by the same instructor for one candidate. States will now have the discretion to...

Minnesota wants to streamline its commercial driver’s license (CDL) skills testing process, and federal regulators are reconsidering the state’s initial exemption request, which was denied in 2017.
The Minnesota Department of Public Safety (MDPS) in 2016 asked that it be allowed to combine the vehicle control skills and on-road driving parts of the CDL skills test. It also asked to be exempted from using the American Association of Motor Vehicle Administrators (AAMVA) 2005 Test Model Score...
