Foreign flagged ship detentions in January 2020, UK

The UK Maritime and Coastguard Agency (MCA) announced that during January there were two new detention of foreign flagged vessels in a UK port, while five foreign flagged ships remained under detention during January 2020 after failing port state control (PSC) inspection.

Cyprus drops detention levels by more than half

According to US Government’s 2019 Annual Report on Port State Control, Cyprus Shipping Deputy Ministry is no longer included on the Targeted Flag List of the United States Coastguard (USCG) concerning the safety performance of flag administrations.

In fact, the three-year average detention ratio of Cyprus during 2017-2019 was 0.96% in comparison to an an average USCG ratio of 1.08%.

Cargo ship banned from Paris MoU region

PSC authorities detained the general cargo ship M/V “BISLAN” in Port of Azov, Russia, on 11 March 2020, Paris MoU informed. This is the third detention in the Paris MoU region within the last 36 months.

Philippines detain ship for non-compliance with coronavirus measures

The Philippine Coast Guard (PCG) has ordered the investigation of Panama-flagged cargo vessel ‘MV Harmony 6’, after its captain allegedly declared false information of its port clearance details amid intensified maritime security measures against the coronavirus.

Australian authorities release Yang Ming container ship

Australian authorities released from arrest the Liberian-flagged container ship ‘YM Eternity’, the Taiwanese-based owner Yang Ming informed, only a day after the ship was arrested at Port Botany over pollution dept.

On 9 February, the Federal Court Admiralty Marshall arrested the YM Eternity at Port Botany after AMSA petitioned the court to recover the outstanding debt.

Paris MoU denies access to vessel in port Midia, Romania

Ships detained in Paris MoU region in December

The Paris MoU has issued its list of ship detentions for December 2019. The details of detentions are entered in the information system of the Paris MoU after the ship has been released.

Due to technical issues, this list was not based on release date but on detention date. The lists are from now on again based on the release date.

The number of times a ship has been detained during a 24 month period is because of the NIR (New Inspection Regime) now a 36 month period and is included in the list.

Paris MoU: Deadline for submission of 2019 detention review cases

In case an owner or operator declines to use the National appeal procedure but still wishes to complain about a detention decision, such a complaint should be sent to the flag State or the recognized organization (if authorized to act for the flag State), the Paris MoU informed.

The flag State or Recognized Organization may then ask the port State to reconsider its decision to detain the ship.
