EMSA discusses potential Mediterranean ECA

On the 14th May 2019, the European Maritime Safety Agency (EMSA), after a request made by the European Commission, organised a meeting to discuss the possibility of designating the Mediterranean Sea as an Emissions Control Area (ECA).

The meeting was a follow up of a workshop organised by EMSA on 13th and 14th February on awareness raising for the upcoming Sulphur Regulation and its consistent implementation as from 1 January 2020 by Mediterranean countries.

Greek company fined for violating sulphur limit in the fjords

Norway posed a fine of 700,000 NOK (=USD 80,346) to the cruise ship ‘MS Magellan’, owned by the Greek shipping company Global Cruise Lines Ltd, for violating the legislation on fuel sulphur limits in the world heritage fjords.

Italy in support of a Mediterranean Emission Control Area

European Commission study supports Mediterranean ECA

A European Commission-funded impact assessment into a potential Mediterranean emissions control area (ECA) concluded that designating such an ECA would result in significant socio-economic benefits. The assessment is the third study to be published since the middle of December.

Drewry: Increasing demand boosts China’s chemical freight rates

According to Drewry, China’s developing increasing demand for chemical shipping is due to strengthen coastal freight rates. The demand is being boosted by the fast growth of the Chinese base chemical production capacity.

FONAR systems in view of the 2020 sulphur regulations

The IMO are still in the process of developing a fuel oil non-availability report (FONAR) system in order to assist ships in their Regulation 18 declarations to state parties concerning the steps to be taken when a vessel is found not to be compliant. CSA 2020 advises not to single out scrubbers without scientific facts

The Clean Shipping Alliance (CSA) 2020 has called upon the global maritime industry not to single out scrubber wash waters when coastal states and port authorities adopt local regulations to lessen the impact of ship operations on their ports and harbours. Responding to reports that coastal states and ports are implementing rules that ‘restrict the discharge of wash waters’, CSA highlights that most ports and harbours already have discharge requirements which have been in place for years.

Mediterranean ECA would significantly improve air quality, study finds

A French study started in 2017 by the Cerema, CITEPA and INERIS, reports that air pollution from ship traffic in the Mediterranean Sea can significantly be reduced, because of the introduction of an Emission Control Area (ECA).

According to the study, an ECA would lead to economic, health and environmental cost-benefits in the Mediterranean Sea.
