Major trucking companies seek exemption for driver trainers

WASHINGTON — The training departments of three large truckload companies want to be exempted from federal rules for entry-level driver training because they claim it is causing them to be short of both instructors and drivers.

Drivers of the three companies — Heartland Express (NASDAQ: HTLD), Contract Freighters Inc. (CFI) and Millis Transfer (acquired by Heartland Express in 2019) — receive training from Millis Training Institute (MTI), the training division of Millis Transfer.

MTI, on behalf of...

FMCSA denies prison inmate CDL training exemption

WASHINGTON — Regulators have denied a New Hampshire prison inmate an exemption from certain training requirements that he had sought on behalf of himself and fellow inmates seeking truck driver jobs after they are released.

Robert Towle, an inmate at the New Hampshire State Prison for Men in Concord, requested that people graduating from the New Hampshire Department of Corrections Special School District’s Granite State High School (GSHS) be exempt from a requirement that their CDL training...

UPS gets driver-training exemption for double trailers

UPS double trailer

Truck drivers who want to take on double trailers at UPS (NYSE: UPS) will likely see a faster route to the job thanks to a new training exemption from federal regulators.

The five-year exemption, which applies only to UPS, allows the company to provide behind-the-wheel training in twin 28-foot trailers — known as doubles — for candidates holding a learner’s permit, rather than having to wait until the trainees get their CDL as required by federal law.

In approving the exemption, the Federal Motor...

UPS fails in second shot at bypassing driver-trainer rules

UPS long haul truck.

Federal regulators remain unconvinced that UPS (NYSE: UPS) can maintain safety standards if the company were to be exempted from certain provisions included in new driver-training rules.

The Federal Motor Carrier Safety Administration for the second time has denied a request by UPS that the company not need to adhere to a requirement that training instructors for its long-haul drivers have two years of experience driving a commercial truck, according to a ruling to be published Tuesday.

ELDT rule changes dynamic for carriers running driver training programs

Truck driver training

It has been more than a month since the Federal Motor Carrier Safety Administration’s (FMCSA) game-changing entry-level driver training (ELDT) rule went into effect. Under the rule, anyone training drivers — both those new to the industry (Class A and B CDLs), those seeking endorsements (passenger, school bus or hazardous materials) for the first time or even experienced drivers looking to upgrade their CDLs — must meet minimum training standards and receive that training from a registered...

Last call for compliance: 5 musts to meet new driver training standards

After years of delay, a federal requirement setting new baselines for entry-level truck driver training (ELDT) will become effective Monday.

The Federal Motor Carrier Safety Administration and industry associations have been reminding the industry about the deadline for months — there is plenty of information available from FMCSA’s ELDT webpage and from the Commercial Vehicle Training Association — so if you run a driver training school you likely know the ins and outs of the new regulation and...

Viewpoint: FMCSA finalizes new training requirements for CDL

On Feb. 7, the new Entry-Level Driver Training (ELDT) rule will take effect, establishing a single national standard for training commercial vehicle operators for the first time. Prospective drivers who obtain their new or renewed commercial learner’s permit on or after Feb. 7 will now be required to get their training at a federally registered location before they are eligible to test for their commercial driver’s license (CDL) or any additional endorsements. By creating the new minimum...

FMCSA lifts restrictions on CDL knowledge test proctors

Trucking regulators have issued new guidance that strips away confusion over CDL testing standards and could help deploy entry-level drivers faster.

The guidance filed on Wednesday by the Federal Motor Carrier Safety Administration goes into effect on Thursday. It will allow third-party testers to administer the knowledge portion of CDL tests for all classes and endorsements without a state examiner present.

That seemed to contradict guidance first issued in 1993, and most recently reissued in...
