IBIA Alerts Shippers About Onboard Fuel Sampling

According to an article published in Safety4Sea, the IBIA has issued alerts on the upcoming 2020 sulphur cap regulation, reminding the shipping industry that it will be mandatory for vessels to have sampling point to be fitted or designated for the purpose of taking representative samples of the fuel oil being used onboard the ship.

2020 sulphur cap guidelines now available

The 74th session of the IMO’s Marine Environment Protection Committee (MEPC 74) concluded on Friday with a comprehensive set of guidelines for the consistent implementation of the 2020 sulphur cap.

Taking into account the 1 January 2020 global implementation of 0.50% sulphur limit for the fuel oil used on board and the 1 March 2020 carriage ban of non-compliant fuel, the Committee adopted the subject Guidelines.

IBIA: Obscurity remains regarding 2020 non-availability situations

As IBIA reports, a standard IMO format for reporting non-availability of compliant fuel oil has been developed, as well as guidance for how such reports should be investigated by authorities. However, there is no resolution yet about how to deal with any bunkers that are over the 0.50% sulphur limit, which remain on board a ship when the carriage ban takes effect.

IBIA assists IMO’s sulphur testing and verification framework

IBIA has been participating, consulting and contributing to IMO’s meetings, concerning amendments to MARPOL Annex VI that will ensure consistent implementation of the global 0.50% sulphur cap, developed at the 6th meeting of the IMO’s Sub-Committee on Pollution Prevention and Response (PPR 6).

Mainly, IBIA provides information on issues around verifying compliance with sulphur limits, where it has been proactive in seeking sensible solutions to known and anticipated problems.

IBIA: Further work needed to update IMO guidelines for scrubbers

According to IBIA, a full review of the 2015 Guidelines on Exhaust Gas Cleaning Systems (EGCS) needs more time, as only elements regarding malfunction of the EGCS system or a monitoring instrument have been sent for approval by the IMO’s Marine Environment Protection Committee (MEPC 74) in May. MEPC 74 will also discuss about ways to address any potential environmental impact of scrubber discharges to water.
