California state assemblymember Dr. Jasmeet Bains (D-Delano) is moving to rectify problems in California Air Resources Board (CARB) harbor craft regulations slammed as “unworkable” and “deeply flawed” by the American Waterways Operators (AWO), even before they went into force.
