Sinopec to close Tianjin refinery to prepare for LSFO

According to Reuters, Sinopec Corp’s refinery and petrochemical complex in Tianjin will shut down for two months, starting in early May, for a regular revamp with the aim to cut its crude throughput by about 2 million tonnes this year.

In fact, the plant which is located in the northern Chinese port city of Tianjin, will also undergo retooling work that will allow production of lower-sulfur refined products, including marine bunker fuel that meets new global emission rules.

China approves tax waiver for bunker fuel

Reuters reports that China has approved a long-awaited tax waiver on exports of cleaner ship fuel, helping refiners to boost output. Yet, Beijing may initially limit shipments with the aim to focus on growing its coastal marine fuel market.

As ships globally have switched to lower sulfur fuels, or use emissions-removing devices, to comply with new IMO rules, China’s State Council, gave the go-ahead to waive taxes on the 0.5% or very low sulfur fuel oil (VLSFO), leading the way for the final...

Sinopec plans to ship VLSFO through a 100-barge fleet

Sinopec plans to create a fleet of 100 barges over the next three years aiming to supply IMO 2020 compliant marine fuel. If that happens, Sinopec would become a top regional supplier of very low sulphur fuel oil (VLSFO).

As Reuters reports citing a Chinese shipping executive, the fleet would include new orders of 50 vessels of 8,000 to 10,000 deadweight tonne (DWT) each and chartering an additional 50 smaller vessels each of 3,000 – 4,000 DWT.

Sulphur Cap 2020: Many questions, one answer

With the official starting date for the global sulphur cap 2020 only a few months away, ship owners and technical managers are still left with a number of issues to resolve. While many owners have decided to install scrubbers already at this stage, the majority opted to switch from HFO to compliant fuels. Some see this as a permanent solution, others just want the current shortage of docking spaces at repair shipyards and the long lead times for scrubbers to pass.

However, “compliant fuel” is...
