White House moves to exclude Chinese e-commerce from duty-free import
Following up on earlier action this week aimed at controlling the influx of unidentified e-commerce shipments from China, U.S. Customs and Border Protection on Friday proposed that low-value imports no longer qualify for duty-free entry if the products are subject to tariffs or other national security restrictions.
The proposal could result in higher consumer prices for small shipments and dampen demand, but logistics and trade professionals expect Chinese online retailers will be able to...
US poised to restrict low-value imports from China
A third of e-commerce imports could be impacted if the Biden administration, as expected, this week further moves to plug a vulnerability in the nation’s trade system by excluding merchandise covered by tariffs on China from a program that offers duty-free access for low-value shipments.
U.S. border authorities on Monday said they will require certain shippers to electronically submit additional data on low-value consignments prior to arrival so they can more effectively target high-risk...

Bill aims to close Jones Act ‘loopholes’
Newly proposed legislation in Congress would make it tougher for foreign vessels and their crews to work in the U.S. offshore energy sector.
The bill, Close Agency Loopholes to the Jones Act, was introduced on Wednesday by U.S. Rep. John Garamendi, D-Calif. It attempts to terminate 50 years of so-called “letter rulings” issued by U.S. Customs and Border Protection that effectively function as short-term Jones Act waivers for foreign shipowners.
Garamendi argues that CBP has not properly used its...
