Joint CIC on MARPOL Annex VI: Key outcomes

The latest Concentrated Inspection Campaign (CIC) was jointly conducted from 1st September to 30th November 2018 by the Paris, Tokyo, India and Black Sea MoU, focusing on compliance with the MARPOL Annex VI. Namely, during these three months, the PSC Authorities checked eleven items as mentioned in the CIC questionnaire in order to ensure whether vessels follow all provisions of MARPOL Annex VI and the prevention of air pollution.

Tokyo MoU presents CIC results on MARPOL Annex VI

Tokyo MoU conducted the concentrated inspection campaign (CIC) on MARPOL Annex VI from 1 September 2018 to 30 November 2018. Member Authorities inspected 6,604 vessels, of which 4 (0.06%) were detained, due to the campaign. Overall, 176 (2.14%) ships were detained during the campaign.

UAE accedes to MARPOL Annex VI

The United Arab Emirates (UAE) is the latest state to endorse the IMO instrument providing rules for the prevention of air pollution from ships and energy efficiency requirements. The overall number of ratifications of MARPOL Annex VI is 93, and reflects the 96.6% of the global merchant shipping tonnage.

IMO Sub-Committee to conduct its Pollution Prevention and Response meeting

IMO’s Sub-Committee on Pollution Prevention and Response (PPR) will conduct a meeting on 18 to 22 February to IMO’s headquarters, London. Commissioning Scrubbers Alone Not Enough for Compliance

By this time most shipowners have opted for scrubbers installation in order to be compliant to the IMO 2020 sulphur fuel regulations. However, the ambiguity and disparity regarding the correct way to compliance remain. IMO: Which amendments entered into force from 1st January 2019

As of 1st January 2019, amendments to the bunker delivery note have entered into force, relating to the supply of marine fuel oil to ships, which have fitted alternative mechanisms to comply with the IMO’s 2020 sulphur cap. RMI urges for early submission of SEEMP Part II

The Republic of Marshall islands issued a notice to remind that the 31st December 2018 is the Ship Energy Efficiency Management Plan (SEEMP) Part II deadline under MARPOL Annex VI, Regulation 22.2. The Administrator encourages RMI-flagged ships subject to this requirement to submit their SEEMP Part II to their ROs as soon as possible before the year-end deadline to avoid non-compliance.

IBIA: Issues related to reporting availability of 2020 compliant fuels to IMO

IBIA reiterated that states that are parties to MARPOL Annex VI are supposed to inform the IMO of the availability of compliant fuel oils in their ports.
