FMC upholds ruling upending current chassis pool system

Long-standing practices for feeding chassis into intermodal markets have been dealt another blow in legal proceedings before the Federal Maritime Commission.

In a 4-1 vote Tuesday, the FMC upheld an administrative law judge’s (ALJ) ruling from just over a year ago that the current system of major oceangoing carriers designating exclusive chassis providers for port-to-port moves, also known as merchant hauling, violates federal law.

Truckers counter ocean carrier effort to dismiss chassis complaint

Drayage truckers represented by the American Trucking Associations’ Intermodal Motor Carriers Conference (IMCC) fired back at a group of ocean carriers’ effort to have a complaint before the U.S. Federal Maritime Commission dismissed.

The initial IMCC complaint, which was filed with the FMC on Aug. 17, alleged the Ocean Carrier Equipment Management Association (OCEMA) and its 10 carrier members use “unjust and unreasonable” chassis provision model practices.

DCLI expands chassis fleet in US Gulf region

Direct ChassisLink (DCLI) said it has recently added 1,000 new chassis to its proprietary pool in the U.S. Gulf region.

DCLI has been adding these chassis to its pool in Houston since March. However, the company said it expects the equipment to support container draymen and shippers throughout the Gulf.

FMC assigns truckers’ chassis compliant to administrative law judges

The U.S. Federal Maritime Commission (FMC) has assigned to its Office of Administrative Law Judges (ALJ) a complaint from the American Trucking Associations’ Intermodal Motor Carriers Conference (IMCC) alleging massive overcharges for container chassis use in recent years.

The FMC received the complaint from the association on Aug. 17.
