New flag registry performance rankings revealed

The top-performing open ship registries in the world have been revealed by the Paris Memorandum of Understanding on Port State Control.

The Paris MoU ranks flag states each year by safety and compliance performance and publishes the results in its “White-Grey-Black” list every year. The top of the White List represents the best-performing flag states.

Two Cargo Ships Banned from Paris MoU Region

  • Two cargo ships were detained in the Paris MoU region within December.
  • Both vessels flied flags that are black on the current Paris MoU list.

One was detained in Port Ravenna, Italy, on 1st December 2020. This is the fourth detention in the Paris MoU region within the last 36 months. Another was detained in Port Rasa, Croatia, on 10 December 2020. This is the third detention in the Paris MoU region within the last 36 months, says an article published in Safety 4 Sea.

Vessel Detained for Third Time in Less Than 36 Months

  • M/V “SKYLARK 1” (EX – SKYLARK) – IMO 7416040 vessel was detained in Port of Kastelli Kissamou Crete (Greece) on 13 May 2020.
  • This is the third detention in the Paris MoU region within the last 36 months.

COVID-19: Paris MoU updates temporary guidance on Port State Control

Following the outbreak of COVID-19, the Paris Memorandum of Understanding on Port State Control (Paris MoU) drafted temporary guidance for its member PSC authorities, recognizing the need to apply flexibility under these special circumstances in a harmonized way. It was at that time agreed that in view of the COVID-19 crisis, extensions of ships’ certificates with three months could be accepted.
