WASHINGTON — The Biden administration has unveiled proposed changes to hazardous materials haulage regulations, aiming to make compliance easier while saving an estimated $100 million in carrier costs.

The amendments and new provisions, announced on Monday by the Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA), will apply to trucking, rail and vessel companies.

Bay and Bay sells tank trucking unit to Foodliner parent

Refrigerated carrier Bay and Bay announced it has sold its tank trucking unit to the McCoy Group, the parent of Foodliner and Quest Liner, which combine to make the largest food-grade bulk fleet in the U.S.

Dubuque, Iowa-based Foodliner will run the operation out of the current location in Burnsville, Minnesota.

Michigan trucking company seeks work-rule exemption for food products

Federal regulators will consider a temporary exemption from driver work rules to help a small-business trucking company provide emergency relief to customers threatened by shutdowns.

Holland, Michigan-based Flat Top Transport, which specializes in hauling food-grade dry bulk products in pneumatic tank trucks, applied in July for the four-month hours-of-service (HOS) exemption from the Federal Motor Carrier Safety Administration.

The private equity arm of the Canadian pension fund OMERS is considering selling Kenan Advantage Group in a deal that could bring in $2.5 billion or more for the tank truck carrier, Bloomberg reported Tuesday, citing anonymous sources. 

OMERS Private Equity, which acquired Kenan in 2015, declined to comment on the report. But Kenan could attract significant interest from private equity firms and large transportation and logistics companies.

Kenan Advantage Group acquires Canada’s Beaulac Transport

Kenan Advantage Group (KAG) has acquired Quebec-based tank truck carrier Les Distributions Carl Beaulac (Beaulac Transport), expanding the U.S. company’s footprint in eastern Canada.

The acquisition adds almost 80 tractors, 100 drivers and two facilities to Ohio-based KAG’s existing Canadian subsidiary, Westcan Bulk Transport. Beaulac specializes in transporting petroleum, chemicals, aggregates and hot products.
